Binaries needed to compile and build mod_authz_svn on windows

Hi, i need to compile mod_authz_svn with my own changes. the module was successfully compiled and built. but when am trying to load that module in visualsvn server..., the visualsvn server not getting started. Is any other binaries need to change when am trying to change the module code. thanks,
