Howto ask for username/password every time a commit is done

Hi,    We currently subversion to manage our documents.  We design solutions for medical equipments and to be compliant with the US regulatory we need to have SVN ask for username/password every a commit a user commits a file.  If someone knows how to do it, that would be really helpful!    Thank you very much.
