Need help with writing pre-commit hook

Hi,  I'm new to this forum and hope that I'm publishing the question in the correct location,  I'm using VisualSVN Server version 2.6 to store the source code in my company, and TortoiseSVN as client application.  I would like to set the following policy in our organization: anyone can create a tag version, and would be able to edit it for one day. After one day any update\delete on this tag should be forbidden by the SVN server (to prevent tagged version loss).  I look through many links, and understood that prehaps a pre-commit hook can do the required checking task  Could someone please help me?
