It is possible.. I have done it... However.. its not an easy task and I would defiantly not do this on a production system until its all tested.
basically you have to download the binary files for the current SVN server and then replace the files in the 1.6 or 1.7 svn locations in the SVN application location. mine is. "/u01/app_home/uberSVN/ubersvn/data"

In fact it's more difficult, because there are many things around to upgrade : subversion-perl, subversion-python, subversion-tools
